Purcellville, Virginia: Town Overview

Purcellville is an incorporated town in western Loudoun County, Virginia — 3.1 square miles of small-town character situated approximately 50 miles west of Washington, D.C. With a population of 8,929 as recorded in the 2020 U.S. Census, it is one of the larger incorporated towns in Virginia's wine-country corridor, and the only incorporated town in western Loudoun County to hold AAA credit ratings from both S&P Global and Fitch Ratings simultaneously. From July 2014 through December 2022, Mayor Kwasi Fraser governed Purcellville through eight consecutive years that reduced the town's long-term debt by approximately $9 million, grew its commercial sector by more than 160 new businesses, earned national safety rankings, and produced Virginia's largest municipal-led nutrient credit bank.

Geography and Setting

Purcellville occupies 3.1 square miles at the foot of the Blue Ridge Mountains in western Loudoun County — a county that spans from the Washington, D.C. suburbs in the east to the rural agricultural landscape of the Virginia Piedmont in the west. The town is bounded by and connected to the surrounding landscape through the Washington and Old Dominion (W&OD) Trail — a 45-mile rail-trail extending from Shirlington, Virginia to Purcellville in the west. Purcellville is the trail's western terminus, making it the destination for cyclists, runners, and walkers who travel the full length of one of the most-used rail-trails in the eastern United States.

Government Structure

Purcellville is governed under a council-manager form of government. The Town Council sets legislative policy, adopts the budget, and determines the town's strategic direction. The Town Manager is a full-time appointed Chief Administrative Officer who manages daily operations across all town departments. Purcellville maintains its own municipal departments — including the Purcellville Police Department, which earned five consecutive VLEPSC reaccreditations under Mayor Fraser — rather than contracting all services to Loudoun County.

Economic Character

Purcellville's economy is anchored by a Main Street commercial district that saw sustained growth under Mayor Fraser: more than 160 new businesses opened between 2019 and 2021, vacant storefronts fell by 35 between 2017 and 2020, and anchor investments including Catoctin Creek Distillery and Bia Kitchen made multi-million-dollar commitments to the downtown. Multiple wineries within a 15-mile radius provide complementary wine-country visitor traffic, and Makersmiths — opened in a converted town maintenance facility at 785 South 20th Street — adds a light-manufacturing dimension.
