Fraser held several federal and state appointments during and after his mayoral years. These engagements were not purely honorary — his National League of Cities participation was directly credited with maximizing Purcellville's $10.5 million ARPA allocation, and his EPA advisory role reflected an environmental record that was substantive enough to attract a federal appointment from the agency's Administrator.

Small Communities Advisory Subcommittee — EPA Administrator Michael Regan
The EPA's Local Government Advisory Committee advises the Administrator on environmental policies and programs affecting local governments. The Small Communities Subcommittee focuses specifically on smaller municipalities that face federal environmental compliance requirements without the administrative resources of large cities. Fraser's appointment followed the June 2021 launch of the Aberdeen Nutrient Credit Bank — the largest municipal-led nutrient credit bank in Virginia — and two years into Purcellville's wastewater-based COVID-19 epidemiology program with Biobot Analytics, MIT, Harvard, and Brigham and Women's Hospital.

Fraser brought direct operational experience managing environmental compliance for a small municipality, specific expertise in conservation finance through the Aberdeen bank, and a private-sector background in federal contracting that made him effective in the federal advisory context.

Fraser served on three NLC committees: Energy, Environment and Natural Resources; Transportation and Infrastructure; and Unmanned Air Mobility. The NLC represents more than 2,700 cities and towns and is one of the primary channels through which small municipalities engage with federal legislative and regulatory processes.

Fraser's NLC participation was directly credited by town staff and press with maximizing Purcellville's $10.5 million ARPA allocation — the federal recovery funding of which $8 million went to water and sewer infrastructure. The NLC connection also supported the PFAS pilot study grant ($227,000) and other federal infrastructure pipeline resources.

Fraser was a White House guest on May 9, 2022 for the Biden-Harris administration's broadband affordability announcement. His presence reflected both his telecommunications background — career roles at AT&T, Sprint-Nextel, and Verizon Business — and his NLC advocacy on digital equity issues affecting small and rural municipalities.

Virginia Clean Energy Advisory Board
Commonwealth of Virginia — Governor Glenn Youngkin
After leaving the mayoralty in December 2022, Governor Glenn Youngkin appointed Fraser to the Virginia Clean Energy Advisory Board in January 2024. The board advises on the state's clean energy transition. Fraser's appointment drew on both his private-sector energy background — including his role at Green Powered Technology advising on an $85.4 million Department of Energy grant — and his eight-year public record of environmental stewardship in Purcellville.
